I don't remember where I learned this, I think it was a video somewhere maybe even on here... anyways teach him to touch hands with his nose on cue. You start off with your hand. Stick your hand out palm down, and when he naturally goes up to sniff your hand click and treat. Once he has learned to touch your hand reliably, ask him to touch other people's hand that he is familiar with, and then you can move on to strangers. Have the person who asks him to touch their hand to give him a tasty treat when he does. This makes the experience even more rewarding.
Make sure the stranger starts out with their side to him avoiding eye contact, knealing down wil help too. This is much less intimidating to the dog.
I like this idea with shy dogs because they are in control of the situation, they get more confident, and hands + humans are a positive experience with tasty treats instead of something large and intimidating.
