Let your dog sniff! I can't tell you how many times I hear "My dog isn't walking perfectly on the leash because all he wants to do is sniff!" Sniffing is an incredible part of a dog's mental state.
I often say that a walk around the block is never enough for a dog. But if a walk around the block is all you can offer your dog at that moment, then combine it with sniffing for a greater benefit. The walk plus sniffing will help tire out the dog and make the walk more productive, but it will also allow the dog to check "pee-mail."
Use sniffing as a reward on the walk. "Walk politely on a leash to the fire hydrant and you'll get to sniff it!"
